About us

We are seeking a dedicated Senior Transport Development Officer to join our dynamic team. In this role, you will provide specialist transport advice to support the Council's objectives of delivering sustainable development, much-needed housing, and economic growth within the County. You will represent the Highway Authority in assessing the transport impacts of major developments and support the development of transport strategies and schemes to benefit the residents of Oxfordshire.

 

About the role 
You will advise on the transport implications and highways impacts of pre-application development proposals, ensuring that all relevant policies and guidelines are considered. You will assess planning applications, making recommendations based on their transport implications, and negotiate appropriate financial contributions towards transport services and infrastructure required from these applications. You will prepare evidence for Written Representation Statements and assist in the preparation of Public Inquiries and Hearings, presenting at Public Inquiries and Planning committee meetings as needed. You will prepare and coordinate the production and dissemination of reports, documents, and information to ensure all relevant stakeholders are informed, enabling effective decision-making.

You will encourage and maintain effective communication with all relevant stakeholders to ensure the sharing of consistent, accurate, and pertinent information. You will maintain effective working relationships with other internal teams, external stakeholders, and contractors to achieve shared outcomes, optimizing service delivery cost-effectively in line with council policies and procedures.

You will assist in the preparation of reports and attend planning committees, deputizing for the Transport Development Lead as required. You will carry out other duties as directed from time to time for the efficient operation of the service, ensuring that the duties of this post may vary without changing the general character of the duties or the level of responsibility.

 

About you 
You should have a degree, level 6 or equivalent qualification or substantial experience in this specialist field. Significant experience within Transport Planning and/or Planning is essential, as is previous experience of working at a similar level in Local Government. You should possess good interpersonal skills, with the ability to communicate clearly and effectively with a diverse range of people. You should have the ability to write clearly and succinctly in order to convey key messages in a variety of formats (including reports) and to a range of audiences. You should be able to deal with potentially confrontational situations. You should be proficient in reading and interpreting maps, plans, drawings, and schedules. An understanding of planning legislation and legal documents is required. Experience and regular use of Microsoft Word, Excel, Internet, and Outlook are essential. A knowledge of Planning and Highway legislation related legal agreements is desirable.
