Our HR & Cultural Change Service is at the start of an exciting journey to fundamentally change how we deliver the Our People and Culture Strategy. As part of our transformation, we’re seeking a Senior Organisational Change Specialist to help drive impactful change across the Council.

About the Role
As a Senior HR Specialist in Organisational Change, you will lead the HR delivery of complex and sensitive organisational change programmes across the Council. You will:
- Provide expert, high-quality advice on restructures, redundancy programmes, TUPE transfers (outsourcing and insourcing), job redesign, and changes to terms and conditions.
- Be a trusted coach and advisor to managers, helping them to navigate change confidently and make risk-aware, informed decisions.
- Design and support the implementation of selection and consultation processes, ensuring compliance with employment law, best practice, and Council policy.
- Lead engagement with recognised trade unions, contributing to formal consultations and supporting constructive industrial relations.
- Work collaboratively with colleagues in Finance, OD, Resourcing, and Legal to ensure seamless delivery of change and effective resolution of cases.
- Monitor, report, and evaluate key outcomes and service targets to drive continuous improvement and high performance.
- Support the Employee Relations and Organisational Change Team Manager on complex ER casework, offering legally compliant and practical advice.
This role is both strategic and hands-on; you’ll mentor managers, lead consultations, and play a key role in enabling a more agile, responsive, and inclusive organisation.
About You
You’ll be an experienced HR professional with a strong track record in delivering organisational change and managing employee relations in a unionised setting.
We’re looking for someone who:
- Holds a CIPD Level 5 qualification (or equivalent experience).
- Has deep knowledge of employment law and best practice, especially around change and consultation.
- Has a proven ability to deliver complex change programmes independently and to coach others through ER and organisational change processes.
- Is a confident communicator and influencer, able to build credibility and strong relationships with stakeholders at all levels.
- Has excellent problem-solving and analytical skills, with a practical and people-centred approach.
