Job Introduction

At Oxfordshire County Council, our people make a real difference to communities across Oxfordshire. We want them to have the skills and opportunities to learn, develop and build their careers.
About Us
Technology is at the heart of how modern public services are delivered. This role will help colleagues feel confident using digital tools, adopt new ways of working and make the most of the systems that support residents, communities and services across Oxfordshire.
With Local Government Reorganisation ahead, the ability to support people through change has never been more important. You will help translate complex digital and organisational change into accessible learning, practical guidance and positive engagement.
About the Role
Are you passionate about helping people get the very best from technology? Do you know how to turn digital tools into confident, everyday ways of working? We are looking for an enthusiastic and experienced Senior Digital Engagement Specialist to lead high-impact digital learning and adoption across Oxfordshire County Council.
This is an exciting opportunity to shape how staff and councillors build confidence, capability and curiosity with the Technology products they use every day. You will design, curate and deliver engaging multi-channel learning journeys, making sure resources are relevant, accessible, up to date and tailored to different learning styles. Typically, you will be:
- Leading on the further development of the usage of CoPilot and other AI tools across the organisation
- Develop and support the improvement of Digital Inclusion across the organisation for residents, staff and councillors; to ensure the effective and timely delivery of services
- Support the continuous improvement of Digital Skills to ensure the improvement of current services as well as the transition to new authorities that will be in place with Local Government reorganisation
- Leading the creation and delivery of compelling digital learning paths for Technology products used by staff and councillors.
- Work with Technology product teams to understand roadmaps, releases and change impacts, translating them into practical adoption plans.
- Use learning analytics, usage data, incident trends and feedback to improve learning content and measure success.
- Deliver training and engagement activity in person, remotely and through self-service digital channels.
- Help shape the Digital Academy vision and strategy, bringing fresh ideas and energy to digital adoption.
You will play a key role in preparing the organisation for Local Government Reorganisation (LGR), supporting digital readiness, user adoption, change engagement and the development of learning approaches that help colleagues navigate transition with confidence. As Oxfordshire prepares for new unitary council arrangements from April 2029, this role will help ensure people are equipped, informed and ready to work effectively through change. You will help to build the digital confidence, knowledge and resilience needed for organisational change.
Working closely with Technology product teams, Transformation colleagues and service areas, you will connect product roadmaps, release plans, incident trends and organisational priorities into practical learning that makes a real difference. You will use data to measure impact, identify opportunities for improvement and continually evolve the Digital Academy offer.
About you
You will bring energy, credibility and a strong understanding of digital learning, adoption and engagement. You will be confident working with a wide range of colleagues, able to explain technical change in clear and practical ways, and motivated by helping people succeed.
We’re looking for someone who can demonstrate:
- Expert knowledge of learning styles, digital adoption and user engagement.
- Experience of developing the use of CoPilot and AI Tools within appropriate frameworks.

- Confidence interpreting usage data and turning insight into action.
- Excellent organisation, reliability and attention to detail.
- Clear communication skills, both written and verbal, with the ability to support customers at all levels.
- A track record of identifying opportunities to improve digital literacy across an organisation.
- Experience delivering training, facilitation or learning support; using a range of approaches such as face to face training, remote and online sessions, e-learning and communities of practice
- The ability to plan and support large-scale digital adoption programmes.
