About Us

At Oxfordshire County Council, we are committed to delivering infrastructure that supports thriving communities, sustainable growth and a high quality of life for our residents. Our Infrastructure Delivery team plays a vital role in shaping the future of transport and development across the county, delivering ambitious projects with a clear focus on value for money, integrity, innovation and long‑term impact.

We foster a collaborative and inclusive culture, where colleagues are encouraged to bring their expertise, work openly with others and make a tangible difference for the communities we serve. Whether working from County Hall in Oxford or remotely, our teams are supported through flexible and agile working practices that recognise the diverse needs of our workforce while keeping a strong focus on delivering great outcomes for Oxfordshire.

About the Role

We are recruiting a Project Manager to support delivery of Oxfordshire County Council’s Local Electric Vehicle Infrastructure (LEVI) programme. This role will help deliver public electric vehicle charging infrastructure over a two‑year period, directly supporting Oxfordshire’s sustainability and net‑zero ambitions.

The postholder will take professional responsibility for the two defined delivery areas, working closely with the Programme Lead and Senior Project Manager to support delivery through design and construction. You’ll ensure outputs are delivered on time, within budget, and in line with agreed targets.

The roles sit within the Infrastructure Delivery – Transport & Infrastructure team and offer a high‑profile opportunity to work with a wide range of partners and stakeholders across Oxfordshire. These posts are offered as fixed‑term or secondment opportunities for 2–2.5 years, with flexible working arrangements available.

What You’ll Be Doing

You’ll act as a project‑level professional lead within the LEVI programme, taking responsibility for delivery across the following areas:

District council car parks and properties

Managing the delivery of EV charger installations across district council‑owned sites, including programme management, finalising site selection, securing design approvals, and coordinating internal and external stakeholder communication.

Community microhub programme

Leading the installation of community microhubs across up to 100 sites, working closely with Town and Parish Councils, promoting the offer to encourage take‑up, and coordinating with designers and contractors to agree locations and delivery programmes.

You’ll support the Senior Project Manager on the main EV installation contract as required, working collaboratively with the Programme Lead and Senior Project Manager to oversee delivery through design and construction. You’ll ensure projects are delivered successfully, offer value for money, and achieve agreed targets.

Key responsibilities include, but not are not limited to:

  • Proactively deliver successful projects that achieve best value for money and meet commercial, time and quality targets.
  • Act as the technical and professional expert within your specialist area (for example EV infrastructure) or work closely with subject‑matter experts to ensure high‑quality, informed outcomes.
  • Lead and support project teams, coaching and motivating employees, embedding strong technical and project management disciplines, and ensuring customer needs are consistently met.
  • Manage the concurrent delivery of multiple sites across Oxfordshire, working across varied land and asset types and coordinating activity within a complex operational environment.
  • Manage and adapt contractual arrangements, including working with Property and Legal to agree lease agreements and adapting template contracts for parish councils and community landowners.
  • Build and maintain strong stakeholder relationships, working collaboratively with town and parish councils, district and city councils, senior leaders, elected members, communities and supply‑chain partners, ensuring communication is clear, consistent and jargon‑free.

Before applying, we recommend reviewing the attached job summary, which provides further information and clear guidance on what we’re looking for.

What You’ll Bring

  • Significant experience of developing and delivering high‑profile projects and programmes.
  • A management qualification and/or relevant management experience at the appropriate level (for example, leading multi‑disciplinary project teams), with the ability to lead, motivate and develop staff.
  • A Level 6 professional qualification (such as a degree) in a relevant discipline (for example Engineering or Project Management), or equivalent substantial relevant experience.
  • Strong experience of working with and consulting a wide range of stakeholders, including senior councillors, managers and members of the public.
  • Previous experience working within local government would be advantageous.
