Job Introduction
Team Manager – Adult Social Care
About Us
At Oxfordshire County Council, we are committed to delivering high‑quality, person‑centred Adult Social Care that makes a meaningful difference to the lives of local residents. Our teams work collaboratively, creatively and with a strong sense of purpose, ensuring people are supported to live as safely, independently and successfully as possible. Guided by our organisational values — always learning, caring, promoting equality, taking responsibility and daring to do things differently — we strive to deliver inclusive, compassionate and forward‑thinking services that reflect the needs of our communities.
About the Role
As a Team Manager within our Adult Social Care Locality Service, you will lead the operational delivery of a highly professional, responsive and integrated service. You will oversee the daily management of your team, ensuring statutory responsibilities are met in full accordance with the Care Act 2014, the Mental Capacity Act 2005, the Mental Health Act 1983 and all relevant guidance. Your work will support a high‑performing, strength‑based approach, where individuals and their families receive personalised information, advice and support tailored to achieving positive outcomes.
You will provide clear leadership, nurturing a cohesive and respectful multidisciplinary culture where staff are empowered, professionally developed and confident in their practice. You will ensure strong quality assurance, robust safeguarding oversight, effective resource management and service performance that consistently meets targets and standards. The role involves working collaboratively with health partners, community organisations, voluntary sector colleagues and wider stakeholders to build strong relationships and develop integrated, locally responsive support arrangements. You will also contribute to service planning, oversee complaints responses, support investigations, lead staff development initiatives and act as a key point of expertise within your locality. From time to time, you may deputise for the Service Manager and participate in duty work, including providing emergency advice.
About You
You will be an experienced and registered Social Worker or Occupational Therapist with a deep understanding of legislation, statutory responsibilities and best practice relating to Adult Social Care. You will bring experience of leading social care teams, managing performance, overseeing budgets and delivering services that meet demanding standards while keeping individuals at the heart of decision‑making. You will be confident in navigating complex safeguarding arrangements, working in partnership with families and external agencies, and providing clear professional direction in challenging situations.
Your leadership style will be supportive, thoughtful and accountable, with the ability to motivate, coach and guide staff through periods of change. You will demonstrate excellent communication skills, strong organisational judgement, an appreciation of diversity and a commitment to continuous improvement. You will be solution‑focused, reflective in your practice and able to positively influence outcomes at both individual and service level. The ability to travel between locations and a willingness to adapt to operational needs, including occasional out‑of‑hours work, are essential for this role.
