About Us

At Oxfordshire County Council, we are committed to creating a workplace where colleagues feel supported, valued and able to thrive. Our People & Culture Strategy places wellbeing at the heart of how we work, recognising that supporting colleagues’ physical, psychological and social wellbeing helps us to deliver high quality services to our communities.

Our Employee Wellbeing function works to create a positive working environment, promoting preventative approaches to wellbeing, and helping to ensure that colleagues have the right tools and support to look after their health at work.

Joining us means being part of a collaborative, forward thinking HR & Cultural Change service that embraces innovation, data driven practice and cross organisational working.

About the Role

As an HR Specialist within our Wellbeing team, you will play a key role in delivering the Council’s Wellbeing Strategy by designing and implementing evidence-based wellbeing initiatives across the organisation. You’ll focus on helping to embed preventive, supportive and inclusive approaches to health in the workplace.

Your responsibilities may include:

  • Designing, planning and delivering wellbeing programmes, campaigns and interventions at organisational, team and individual levels
  • Building strong partnerships across HR, Public Health and wider service areas to deliver joined up wellbeing solutions
  • Analysing wellbeing data, needs assessments, workforce metrics and feedback to inform priorities and evaluate the impact of interventions
  • Supporting managers with advice, guidance and signposting on wellbeing concerns, including complex queries, crisis situations or emerging issues
  • Supporting key wellbeing projects such as mental health initiatives, MSK prevention work, menopause support, statutory guidance reviews and health related risk assessments
  • Supporting the management of specialist health providers to ensure services meet organisational needs and provide value for money
  • Contributing to the development of Council-wide preventative approaches that help reduce sickness absence, improve performance and enhance the colleague experience

This is a highly varied role where you’ll have the opportunity to shape meaningful, organisation-wide wellbeing improvements and influence the culture of the Council.

This is a part time role (19 hours per week), with flexible working patterns available.

About you

You will be an enthusiastic, compassionate and proactive wellbeing focused professional, confident in providing expert advice and delivering impactful health and wellbeing initiatives. While HR experience is highly valuable, we also welcome applicants with backgrounds in psychology, social work, mental health, healthy ageing, or other wellbeing related disciplines that provide transferable expertise.

You will bring:

  • Experience delivering wellbeing, health support or people focused interventions
  • Strong communication skills, with the ability to engage diverse audiences and tailor messages effectively
  • Confidence working with data to inform decisions, evaluate impact and influence stakeholders
  • A collaborative approach to working across teams, disciplines and service areas
  • The ability to support managers and colleagues sensitively, including during crisis situations or emotionally complex scenarios
  • An understanding of employment-related wellbeing considerations, such as Occupational Health, legal frameworks and workplace adjustments
  • A commitment to promoting equality, diversity and inclusion in all wellbeing activity

You’ll be motivated by creating a healthier, happier and more supportive workplace – and by empowering colleagues with the tools, knowledge and confidence to take care of their own wellbeing.
