About the Role

The CPMO Delivery Lead is a senior organisational leader responsible for driving excellence across the Council’s strategic portfolio. This is not a traditional PMO role, it is a high‑impact leadership opportunity to challenge how things are done, intervene where delivery is at risk, and ensure transformational change delivers real outcomes for our communities.  

You will oversee programme delivery assurance, governance, performance, and benefits realisation, and hold delegated authority to intervene where delivery risk threatens organisational outcomes. 

 

Acting as a trusted advisor to Directors, Senior Responsible Officers, Members, and key partners, you will influence major decisions and shape the future of programme and portfolio delivery across the Council. 

 

Key elements of the role include: 

  • Leading the development, implementation, and continuous improvement of corporate delivery frameworks.
  • Providing authoritative programme delivery expertise and strategic challenge across high‑risk, high‑value programmes.
  • Overseeing performance reviews, assurance processes, and delivery confidence assessments at portfolio level.
  • Ensuring robust financial oversight, benefits tracking, and alignment with the MTFS.
  • Building capability across the organisation through training, professional standards, and communities of practice.
  • Representing the Council in regional and national programme management networks.
  • Deputising for the CPMO Manager, taking a leadership role in governance, reporting, and team management.

About you

You will bring extensive experience of working in a corporate PMO, monitoring crosscutting programmes in a large public sector setting, alongside exceptional judgement, communication, and leadership skills. With the confidence to influence senior leaders and challenge constructively, you’ll have the ability to operate with autonomy and authority. 

 

Are you the next CPMO Delivery Lead? who is not afraid to challenge, intervene and reset how complex programmes are delivered. This is a role for senior PMO professionals who want real licence to act: shaping corporate frameworks, calling delivery risk early, and embedding high‑performance discipline across major  programmes. 

 

We’re looking for someone who can demonstrate: 

  • Expert knowledge of programme and portfolio methodologies (such as MSP, APM, PRINCE2, Agile).
  • A strong track record of delivering transformation and managing multi‑million‑pound budgets.
  • Experience in benefits realisation, risk management, assurance, planning, dependency management and governance.
  • The ability to lead and develop teams, building a culture of continuous improvement.
  • Skilled stakeholder management, with experience presenting to senior boards, Members, or inspectorates.
  • Commitment to inclusive leadership and modelling organisational values.

 

A relevant professional qualification or equivalent senior‑level experience is essential.
