Assistant Officer (ANPR/Filters)

Job Introduction

Are you an experienced administrator with experience of working with customers? Then you might be a great fit for our team!

About us

We are committed to delivering high-quality civil enforcement services across the County. Our team is dedicated to ensuring compliance with parking regulations, bus lanes, traffic filters, and the Zero Emission Zone. We work closely with the DVLA on vehicle ownership matters and handle all aspects of Penalty Charge Notice (PCN) processing, including informal and formal representations.

Our mission is to provide efficient and effective enforcement services that support the smooth operation of our transportation network. We strive to maintain a fair and transparent process for all residents and visitors, ensuring that our roads and public spaces are safe and accessible.

Our Values

Our organisational values underpin everything we do and say and are supported by policies, processes, and guidance. Our values are:

  • Always learning
  • Be kind and care
  • Equality and integrity in all we do
  • Taking responsibility
  • Daring to do it differently

Everyone that works for us demonstrates their commitment to these values. We will ask you to demonstrate your commitment to these values, and their associated behaviours, throughout the application process.

As part of our team, you will have the opportunity to work with a diverse group of professionals, including members of the Senior Leadership Team, other Senior Officers, Members, Suppliers, Communities, and Partners. We value collaboration and effective communication, and we are committed to delivering services that represent value for money.

Join us in making a positive impact on our community by ensuring compliance with traffic and parking regulations, and by providing excellent customer service to all stakeholders.

About the Role

Within Civil Enforcement, we manage On Street Parking and ANPR enforcement across the county. This role involves working in our dynamic ANPR enforcement team, which covers bus lanes, moving traffic, the Zero Emission Zone in the city, and will include the proposed traffic filters in the future.

Key Responsibilities:

  • Processing representations from motorists who have received a Penalty Charge Notice (PCN)
  • Communicating with motorists via telephone or in writing regarding their PCN and/or taking payments for PCNs or permits
  • Handling PCNs that have progressed to debt registration/bailiff stage

location: Ron Groves House, Oxford Road, Kidlington, Oxfordshire, OX5 2BP

Please note we are actively looking at our ways of working using everything we have learnt and heard from our employees about the organisational and personal benefits of agile working.  What you can absolutely expect from working at OCC is that you will have the support to do your job and deliver great results, wherever you are based.

Each role at OCC is different and we know the needs of individuals are also varied, and so our approach to where and how often we would like to see you in person will be taken depending on the requirements of the role and in collaboration with you as part of the recruitment process.

About You

As a Civil Enforcement Assistant Officer, you will need to work within strict timescales, ensuring representations are addressed promptly. You will liaise with customers, contractors, partners, and colleagues, requiring confidence in your communication skills. Providing excellent customer service and collaborating effectively with colleagues and partners in problem-solving and decision-making is essential.

Prior knowledge of parking processes and legislation is not required, but you must have the ability and willingness to learn.

Being a team player is crucial – we are a supportive team, and we all assist each other to keep operations running smoothly.
